COVID-19 WINTER PLAN
key update from John Bridge OBE DL

It is helpful that the Prime Minister has heeded the Chambers call to give businesses at least a week’s notice of the rule changes that will affect firms after 2nd December.

Businesses will judge the latest set of Covid rules on whether they are easy to understand and based on clear, transparently-presented evidence.

It is important that the new rules will be accompanied by commensurate support, by a significant expansion of mass testing, particularly to workplaces across the country, and by a plan to get the economy fully open again.

The reduction of time in quarantine for international passengers will help to re-establish connections to key markets and trade partners across the world at this critical time, helping businesses that depend on the UK's connectivity and preserving industries and livelihoods.

The government can’t simply keep switching businesses on and off like a light switch without expecting severe consequences. Covid-secure businesses will be looking to the government for a plan that keeps them, and the economy, open throughout winter and beyond.

The Government say that their COVID-19 Winter Plan presents a programme for suppressing the virus, protecting the NHS and the vulnerable, keeping education and the economy going and providing a route back to normality.

You can find the full details of the Winter Plan here

A summary of the details of the 3 Tier proposals are included in the Winter Plan, but to provide ease of access I have extracted the following tables which summarise the restrictions that will apply in each tier which you can find here

The Government has stated it will review the tiering allocations every 14 days. However, as prevalence remains high it is likely that it will be longer before many places move down tiers. The tiering regulations will lapse at the end of March 2021, at which point the Government will need to return to Parliament with any proposals for further economic and social restrictions.

We anticipate the announcement in respect of the tiers applicable to our area will be on Thursday and we will keep you updated as soon as further information is available in respect of all aspects.
