BTOM risk categorisations

This page outlines the Border Target Operating Model (BTOM) risk categorisations for plants, plant products, wood and wood products from the European Union (EU), Liechtenstein (LI) and Switzerland (CH) and all other countries.

EU, LI and CH risk categories 

The risk categories for EU, LI and CH goods are as follows:  

  • High Risk
  • Medium Risk A
  • Medium Risk B
  • Low Risk

Requirements 

  • High and medium risk A goods will require a phytosanitary certificate and pre-notification (CHED PP) to be made on IPAFFS. 
  • Medium risk B goods will require a phytosanitary certificate but will not need to be pre-notified. 
  • Low risk goods do not require a phytosanitary certificate or pre-notification (CHED PP) to be made on IPAFFS. 

The frequency of checks associated with these goods can be found on the plant health portal.

Note: Although some fruit and vegetables from the EU, LI and CH are medium risk they are temporarily being treated as low risk. Further information related to the categorisation of fruit and vegetables from the EU will be available shortly.

Risk Categories for countries other than EU member states, Switzerland and Liechtenstein  

The below tables outline the Border Target Operating Model (BTOM) risk categorisation for plants and plant products from countries other than EU member states, Switzerland and Liechtenstein. 

Before determining which risk category your goods are in, you must first check whether your good is a prohibited commodity. This can be done by referring to the Prohibited Commodities page on the Plant Health Portal.  

The risk categories from countries other than EU member states, Switzerland and Liechtenstein goods are as follows:  

  • High Risk
  • Medium Risk A
  • Medium Risk B
  • Low Risk
